The place I work "hosts" this site. It's run from a colocated server within our datacenter. I typically handle these "complaints"; and here's how I do it...

Fatal Velocity,

First, I would like to make you aware that (as seen in the ARIN WHOIS database) bonsaikitten.com lies within a leased address space. While we control the main netblock, we are not in direct control of the servers which use net blocks leased to our customers.

We, as a service provider, have an acceptable use policy (AUP) and terms of service (TOS). bonsaikitten.com has been reviewed numerous times, and each time we find not one part of their hoax which violates our AUP or TOS, local or US federal law. The ASPCA and FBI have both investigated the site, and while they may not agree with the content, they cannot find anything which violates US federal law. There have been quite a few sites to "review" bonsaikitten.com, I'll list a few for you...

Even the People for the Ethical Treatment of Animals (PETA) agrees that the site is "a joke" (http://www.peta.org/bonsai.html). The same as the ASPCA, PETA does not agree with the site, but they do admit that it is a hoax.

Two other internet sites considered hoaxes, jokes, and/or parodies which do not say they are such are theonion.com and landoverbaptist.com. While they have not garnered the same attention as bonsaikitten.com, all three are protected by constitutional ammendments ensuring free speech and freedom of the press.

As with many sites on the internet which host objectionable content, the general rule of thumb is, "If it offends you, don't look."

As always, Hurricane Electric is happy to work with proven law enforcement agencies in resolving any legal issues.
