It is ONLY for cold-weather states (i.e. snow belt states) at the moment.
Alaska, Maine, North Dakota, South Dakota, Colorado, Michigan, Nebraska, Vermont, Iowa, Minnesota, New Hampshire, Wisconsin, Idaho, Montana, New York and Wyoming.
Nothing for CA at the moment.

Additionally, Subaru will follow up in early CY 2010 with letters to owners that it will provide
an extended 12 year/unlimited mileage warranty for this condition to owners of affected
vehicles located in the remaining 34 states.

I would sh*t a brick if Subaru were to ever recall the WRX: as far as I'm concerned, the turbo-inlet instal was the point of no return (to stock).
Actually on second thought, if it were minor enough (like the fuel issue to us Californians) I would just keep it and take advantage of the flooded used performance parts market.

They MIGHT decide to be nice to you and fix it ahead of schedule. Most likely you will have to wait until some time in 2010. Nothing to lose by calling around.
If you check out the NHTSA web site, they are currently sending out recall notices to owners in the 16 coldest states.
For the remaining states, they are going to extend the warranty to 12 years/unlimited mileage for this specific problem, and will be sending out notices describing this early next year.
