I can understand why the officer wanted the pumper to move, but in that situation slowing traffic by halving the number of lanes is the right thing to do. Slower traffic along with the pumper acting as a barricade is much safer for everyone working at the scene, including the victim.
Now, was he within the law to park the pumper there? From what I've read (and that's a lot), yes. If the pumper's lights are making a pretty show he can park where ever the hell he wants, blocking whatever traffic there might be.

but it's just kinda recently coming to light that there are dumb cops. People always used to just write off stories of cops abusing their power...now with the ease of video uploading to the internet, it's much easier to kind of give these gay cops a guy check. I'm sure all the good cops hate the fact that some people hate them just because of what the bad cops do...

Firetrucks are some of the few vehicles that cops have to actually yield to. That cop shouldn't have a badge. You have to protect yourself first and then when safe, tend to the injuries.
