FYI the 3day limit he has on the car won't start until it gets reported and a warning ticket issued. From that point he has 3 days.

The 3 day rule shouldn't apply to non registered cars? Shouldn't they be towed right away because it had to be driven illegally to be there?

As I am not living right there and cannot verify without "vandalizing" the vehicle with some tire chalk I have, I cannot verify it has been sitting the amount of time the O/P says, thus, involving locals living there is the ace.
I'm staying out of this, but there's good people in FPD, call the Traffic Comander and ask to have a visit done at your place and file a complaint. Show the Officer(s) the car, wait until things work themselves out via FPD.
*By "vandalizing" I am clarifying the Owner of this vehicle can easily claim against you if anything happens to their vehicle as a result of you trying to mark their tires. Let PD handle it.
