I'm originally from Europe, got my first license when I was 17. In Europe it costs equivalent of 1 month salary, you have to take 40 hrs of training and then take multiple step exam, if you fail at the end, you have to start over. I remember it was really hard, but I got lucky.
I was laughing at how easy was to get a license in States.
Driving exams are a joke, and this explains why we have such awful drivers and so many accidents as a result of driver error, so much road rage and a complete lack of defensive driving skills.

Just to play devil's advocate: I was under the impression that this "feature" was intended to make up for drivers' mistakes. I think that we can all agree that we've made mistakes when driving; maybe not looking well enough before changing lanes and not seeing the car in your blind spot for example? You can train someone all you want but you won't make them a perfect driver.

I just got my license test roughly 1 year ago, and wow... the driving test was a complete joke. I felt I could've passed that after my first lesson. Not to mention, when I was taking my test, my proctor was texting and using her phone when she was supposed to CHECK MY DRIVING ABILITIES. I wanted to ask her if I could get a different proctor, but instead, she just gave me a pass. I seriously felt guilt for passing that test, because it didnt feel like a test at all. So what I did was give my mom the procoting sheet, and she would grade me, untill she felt I was eligable enough to pass that.
Lol Japan makes US look like a joke in public transportation.
