This guy claims that he used this gas conditioner and passed emissions testing with no cats on his wrx.

this is TOTAL bs, theres is nothing you can add to your gas to convert the amount of NoX/CO/HCs an engine produces without a 3-way cat, it just doesnt work that way.

Actually, it is quite possible to change your emissions numbers with different fuels. For instance, large amounts of alcohol would, in fact, reduce HC emissions quite a bit.
I suspect the product linked is, in fact, mostly (very overpriced) ethanol.
That said, you wouldn't want to run your car on it for very long! And I wouldn't be making any claims about passing the CA tailpipe test without cats while running the stuff either
