in my opinion just get a catless downpipe because its cheaper than a catted one and get a borla hush. another thing is if you get pulled over even with a catted downpipe it is still illegal . . . i say just buy the helix up/downpipe combo from MPJ Performace [$450] for now, its not loud with stock catback and just get a catback later . . .
There will be some that will tell you to get the catted downpipe for "environmental" factors.
However, if you are just scared of getting pulled over, just get a quiet catback and you can drive the way you would with a unmodded car. I have a quiet catback now, and i've never any attention/looks from cops, whether they are next to me at a light, or behind me.
Also, i do run a front plate, and have no tint in front windows.

Just something to think about. Not like the catted leaves more than 5HP on the table anyways (esp if you keep the stock catback).

$100 is cheap when you compare it to the cost of a ticket because a cop smelled the exhaust, and cheap when you compare it to the damage you do to the environment without need.

And for environment purposes a cat is good.

Unless you are going for super big power like "some" people around here, I would suggest a short downpipe that only replaces the stock downpipe and second cat instead of a long DP that replaces your second and 3rd.
Several companys make short downpipe replacements. Bosal, HKS, Oakos, Scoobysport just to name a few all make these short downpipes.
this allows you to keep your 3rd cat if you want.
I have a gutted stock downpipe so the wastegate wont breath as well, but over all still is better then a catted stock pipe.
Now I just need to get a catback and I am done.

are the cops that bad these days that it's that much of a concern to be careful of the exhaust one runs on their car?

My STi is stock right now, but having said that here is what I am planning on getting.
Cobb Tuning makes a Catback Exhaust with catalitic converters so it is leagal. Get it with their ECU remapper. It costs $1,700.00 but for the STi you will get 350 hp out of it.
Their mapper also has maps for Valet and Anti theft.
The Valet keeps the RPM's under 3000 and the Anti Theft shuts the engine down beyond 1000 rpms. I kind like that idea, plus you can simply unplug the mapper if you need to take it in for service.
Unfortunately right now no one out there is a certified modder so you kind throw your warentee out the window if you do anything.
EvoWorks is authorized by Mitsubishi so if you get modds done by them your warentee is still good. How cool is that..
