Double-Parking=Moving Violation?!?

Since when can unmarked police cars pull you over and issue traffic citations. I thought the CVC was clear that only marked police cars can pull you over to issue traffic citations. I'll have to look up the CVC - anyone know for sure one way or the other?

SF has been cracking down on double parkers in general over the last few years because they do impede the flow of traffic and cause other drivers to slightly drive into the opposite lane. I'm going have to say the cop was a dick and should've told you to keep moving, but you shouldn't have been stoppped there anyway...oh well...live and learn

You shouldn't have gotten the ticket because its not a big deal, but legally you should get a ticket because you did exactly what they cited you for "obstructing flow of traffic".
