You'd still have to smog and register it, and I don't know who you'd have do the work to put it back to stock, if Cobb built it I wouldn't trust anyone else to make it smog legal. Your only other option would be to by it as a track car (like they are selling it) and put the plates fro your current suby on it and pray to god the wing, wheels, exhaust, and stickers don't attract any cops

who ever owns a white sti should buy it, and just put the STi plate on it. take off the stickers then you good to go.
