Case in point...Intakes only should require a CARB EO #, when the intake modifies the MAF or anything upstream of the MAF.
Meaning a drop air filter needs no EO #
or a intake that just replaces the airbox on alota cars, but leaves the MAF housing and the plumbing upstream of it alone...doesn't require a CARB EO#.
The funny thing is that many smog techs don't want touch modded cars with a 10 foot pole, or that they assume its "souped up", its a failure...but some of the guys just aren't up to date with the laws, or they don't care to be.

MARKSTI's info seems to be quite correct.
My kids CAI for his high output Xb (tounge stuck in cheek) has no number on it yet my inquiries to Injen have come up positive on their CARB legality.
This being said , some of you may recall an old post in which I mentioned the local fuzz sending my friend to the ref because it had to be made clear that it was legal etc. etc. even though it was 50 state and CARB legal with a Number on it (AEM , honda application)
This means money in the coffers of the state and a lost day at the referee.
This and That being said, my after market intake is off and stock box back on. Many will atest to the stock box's performance when used in conjunction with tuning aids like Accesport, which seem to like the stock intake configurationup and until the big turbine and the FMIC are dropped in.
CAI's and short rams sound pretty good though !

yup the "test" stations will more likely fail you than pass you for anything. Referree stations know the details. Intercoolers are not a CARB item either. But the BPV is so an aftermarket BOV will be a failure. So an upgraded TMIC with stock BPV is fine but a FMIC with an aftermarket BOV is not. Now if someone tries a FMIC with the stock BPV it would be interesting to see what the referee has to say. I am gussing it would be a failure since the BPV is stock but it is not in the stock location?

Also the stock BPV (BOV) is good fo so much boost. I think about 20psi is pretty much the limit. Not that we can run even 20psi with our wonderfull 91 CA craptane 
Going back to the intakes I wonder if a shortie intake can be made to replace the OEM airbox but keep the stock MAF pipe sensor position.
That may warrant some power gains with good tuning. Also it should not be a CARB item either.
By the way all that stuff still may get people in trouble and warrant a day to be spent at the referee to get certified.

My buddy got sent to the ref in his 95 eclipse gsx. We put his stock injectors in, Stock down pipe, and disconected his s-afc. Left on his 20g, K+n intake, type-s bov and fmic. He failed the first test cause of his Bov. We made a plate so we could bolt his stock bpv to the greddy bov flange. Went back to the ref and pased. The rev said that a fmic is ok as ling as the stock bpv is there. So a fmic is ok. Oh and the perrin fmic is set up for the stock bpv.
