No, its not It has NONE of the characteristics of Northern California, such as being in the northern third of a 900+ mile long state. It also has a lot of things that are not characteristics of Northern California: PEOPLE, traffic, pollution, crime problems, etc.
Just consider yourself lucky you get the Bay Area tag and don't get lumped in with the Central Valley
You know what? You can have that stupid ****ing "NorCal" term, the bumper stickers, and all of the bro trucks that go with it. It does not mean you live in Northern Cali.

The bay area is the life blood of Northern CA... Sure, your version of Northern CA has some beautiful places, but the bay area has just about everything you do... and more. We have redwood forests, we have mountains, we have anything you could possibly want to do, we have amazing weather, we have plentiful jobs, we're central to everything and anything.
You have Sacramento.

Northern California - Wikipedia, the free encyclopedia
Completely aside, but if California split into two states North and South, and the Bay Area was in the North, I think we would totally become seen as the superficial, spoiled, shallow "southern North Cali" that SoCal currently is to us
