Yeah... "Oh, officer... I didn't realize that my hood was gone. I thought something looked a little different."

I searched for "hood" in the California Vehicle Codes and didn't see anything pertaining to having to have a hood when driving.

I'm not going to say it's legal, but I couldn't find anything. I'd say yeah... your best bet is to ask someone and make sure you get their name and department, etc. in case they tell you wrong.
