Whoever it is would have to lasso the side of the two cars and brighten that up, but the sky is so overexposed that if you brighten the picture to the point where you can read the Mazda emblem on the side of the car, you wash out the A-pillar and right side of the windshield.
Personally, the only way I could see to make it look decent is to toss the color information, and play with it in a B/W setting.
The result:

Gives some definition to the trees in addition to keeping your windshield and side vent window in the picture without washing them out.

the problem is that photoshop cannot create something that wasn't there in the original photo....detail (the sky is extremely blown out and therefore lacks detail and the shadows are under exposed and therefore also lacking detail) next time to a spot metering off the the car close up and keep that metering setting (look in the camera instructions on how to do this), the sky will still be blown out but the cars will look better and its easier to draw in sky on photoshop than it is to draw in car details
