Any Subaru dealer technicians on here?

Anyone on here work at a Subaru dealership that could possibly help me with a emissions recall on Impreza that I don't need fixed due to having a full STi conversion , but need paperwork submitted so I can get my registration? Before everyone freaks out, please read below.

Long story short, I moved to WA after I bought this car about a couple weeks ago. CA DMV is giving me a fit about my registration saying I need to have a fuel valve or something repaired that effects 07 Imprezas. I paid my taxes on the car, the title has been forwarded to my credit union. But I have no registration. I just need it so I can go the the Washington state DMV here and get a WA registration where I am living. There is no smog testing here and the car doesn't have the parts from the impreza anymore since it has a EJ257 and 6MT along with all the other stuff.

Worse come to worse, I'll just have to pay the damn thing off so I can get the title and take that to the WA dmv, but I'd rather save my cash for now and find some way to work around this problem.

Dear Subaru Owner:

We would like to thank you for selecting a 2005 - 2008 Subaru Forester or 2005 - 2007 Impreza with a 2.5 Liter engine (non-Turbo). At Subaru, we take pride in our products and are committed to your continued satisfaction.

During a quality review, we discovered that the one-way fuel valve located in your vehicle’s fuel tank may not perform as intended and could cause a condition that may damage the catalytic converter. To prevent this condition, the one-way fuel valve must be permanently removed from the fuel tank. Removal of the valve will not adversely affect the performance of your vehicle because it has been determined this valve is unnecessary.

ADDITIONAL INFORMATION
The one-way fuel valve is located at the base of a small sub-chamber contained in the fuel tank. When the tank’s fuel level drops below 1½ gallons, the sub-chamber is intended to provide a fuel reserve for the fuel pump during vehicle cornering. However, the one-way valve may inadvertently act in such a way as to prevent fuel from refilling the sub-chamber, failing to provide the intended reserve. If this were to happen, the fuel pump could momentarily draw air, causing the engine to experience a sporadic misfire condition resulting in possible damage to your vehicle’s catalytic converter. (The “Check Engine” light will illuminate to alert you if the catalytic converter efficiency has degraded beyond an acceptable level and if your vehicle may be releasing air pollutants that exceed emission standards.)

WHAT WE ARE ASKING YOU TO DO PROMPTLY
You should immediately contact your Subaru dealer for an appointment to have your vehicle’s fuel tank one-way valve permanently removed. The approximate time to perform this repair is 30 minutes. However, it may be necessary for you to leave your vehicle for a longer period on the day of your scheduled appointment to allow your dealer flexibility in scheduling other appointments. Your Subaru dealer will perform this repair at no cost to you. Since it will be necessary for your dealer to remove the fuel pump from your vehicle’s fuel tank to access the one-way fuel valve, it would be helpful if the tank were less than half full at the time of service.

CALIFORNIA REGISTERED OWNERS
The California Air Resources Board requires that emission related campaigns be completed prior to California’s vehicle registration renewal process; without this repair, you will not be able to register your vehicle during your next annual registration. Upon completion of the services required by this campaign, your California dealer will complete and provide you a “Proof of Correction Certificate.” If required, present the certificate to the California Department of Motor Vehicles (the “DMV”) when renewing your California registration as proof of campaign completion. If the DMV does not request the certificate, we recommend that you keep it for your records.


In addition, the State of California requires that every vehicle must pass an emission test (SMOG Check) every two years and before it is sold. Without the free service we are providing, your vehicle may be more likely to fail this test and require that you make costly repairs.

Earlier in the year I went to register my car, lady at dmv says, sir your car can't be registered. So I asked Uhm why...? Oh you have a recall on your car. I was concerned, until I drove to Subaru and they fixed it in an hour.

so your saying you also swapped out the gas tank when you did the full conversion? The one way valve in the the gas tank and has nothing to do with the powertrain.

I was under the impression that since the impreza has 2 fuel lines and the STi has 3 that this would have been swapped out in the process, I am now thinking I was probably wrong. I'm going to stop by the subaru dealer at lunch today and talk to them. Thanks.
