With the Unichip on 16 PSI of boost I would not expect more the 280 Hp continiously. It will change as the the days go by, and slowly get worse.
On a Tuned WRXLink, with a similiar setup we were able to make about 300, but that is about the limit. The VF series, in my own personal opinion are poor Turbo's. There are much better Turbo's out there, to bad nothing that will bolt right onto the stock flanges though.
Remember to get colder plugs...

I cannot get this thing to work with my setup.
Are you using the stock exhuast, or a different exhaust (I am using the M2 turboback)? And if you are using the stock exhaust what do your EGT's look like? I am afraid of them being too high.
What we did is I tried running with the wastegate wide open ( disengaged the wastegate actuator) and it still boosted to 15lbs. It takes longer to come up to 15 but it still does bosst when it should not. Trey cobb told me that the reason it is not working properly is because there is not enough back pressure so the wastegate will open up. That is why I didn't think it was the boost controller. Ket me know if I am wrong, please.

Make sure ALL your vacuum lines are working properly and connected properly. If anyone is off, that could be the boost problem.
If that doesn't work one thing I would try, even though you probably don't want to spend anymore money, get an aftermarket boost solenoid. I have found the stock ones to be not of the greatest quality, and a few of them have been inaccurate. Just like you are saying, overshooting boost and what not.
