I believe boost creep only happens with VF39 (on Sti's), somebody, correct if I'm wrong. But there shouldn't be any problem tuning it.

I've heard that if you are running a boost controller, that you have to remove it before tuning with EcuTek, since the stock ECU can handle boost pressures up to about 25 psi (I believe), you dont need an aftermarket BC. I'd say removing the boost controller would probably solve this problem. Who is doing your tuning? they should be able to verify this, if they know what they are doing.

VF34s typically run 18-19 pounds on a WRX anyway.

Nothing wrong with running boost controllers on reflashed cars, it's probably not worth doing until your running a big turbo but they work all the same.

The boost creep on spoolin's car happens from time to time on the vf34 (I think it's a casting flaw from time to time) and acts the same as you would see on a vf39 on a STI, in his case with his boost controller turned off and boosting off the wastegate spring it would not run 8psi like it should but would hold it till 5500rpm and creep to 15psi at redline.

You can run 18psi on 91 on this setup but not at redline, if your using a EBC it's impossible to hit your target full boost of say 18psi at 3800rpms and not creep out to about 22psi at redline due to the boost controller not being able to adjust it's self to compensate for the creeping (I would imagine the AVCR would work). In any case I would prefer to have the boost taper to about 15-16psi at redline anyway so porting is needed.

And yes please get rid of the HKS downpipe
