San Diego cops are really strick to modifiyed cars because of the street racing. Their mentality is modified car = street racer. They even set up check points to see if you have modified parts. What attracted the cop to pull you over, loud exhaust, bov?

It's not really laws, it's emissions regs. They restrict replacement of stock parts to prevent people from bypassing the emissions controls.
