I'd go for that swap- if it's truly only going to cost you $3000 for a turnkey WRX conversion, than you are getting to 260hp a lot cheaper than you can with the 1.8

BTW, just found out the heads on the EJ18 are basically the same as the old Legacy Turbo's, so a good idea might be legacy turbo stuff on an EJ18 (im trying to do that now)

I imagine the cams are much more conservative on your heads.

Cams are identicle exept for elevation. 1.2711-1.2750 for the EJ22T vs. 1.2742-1.2781 for the EJ18. Not exactly huge differences... The valves are even identicle between the two heads.

Thats possible, but they are the same dimensions and such... I havent found part numbers for the valves to tell if they are different.

where can you get the parts and work done for $3000? or are you assuming he can swap an engine himself?
