Just went through this issue with my FXT before I sold it. It was a nightmare. Before I tell you what the issue was, I'll inform you that you can pass smog with one monitor not reset. The reason for this being, that some ECUs on other cars can take a TON of time to reset, so the loophole was written into the emissions standards. Double check with your smog place before going in because it only applies to a certain model year and above (my 05 FXT qualified). I ended up passing smog with all monitors running besides my evap.
On to the issue. The Subaru specialist I took my car into had two other fxt's in with the same issue. It seems to be happening more frequently as these cars are getting up in age. There are breather valves on top of the tank with lines that run to the charcoal canister and vent to the atmosphere. These valves have plastic nipples on them where the hoses connect, and apparently over time they are getting brittle and cracking.
Here's the bad news.. to access these parts, the tank must be dropped. This involves removing the rear drivtrain and subframe as the tank straddles both (6 hours professional labor). Once it's all out, you can verify what part of the mentioned assembly has failed. Could be the valves, could be the nipple, or just the hoses. The valves and nipples are stupid expensive, 600 bucks if I recall correctly, and are really hard to find in any dealerships. Imagine having to try and explain this to an inept parts guy
I ended up selling the car for 1500 bucks less than my asking price, so the buyer could have the shop take care of it at his leisure. I don't believe he's had the repair done yet, so im unaware of the outcome, but I will keep you posted.
I really, sincerely, hope your issue is not the same as mine, but I figured it may help someone who is having issues with persistent evap codes.
If you have any further questions, PM me!
