What is "heat cycle"?

What does "heat cycle" mean?
Does it just mean rubbing/heating up the tires and let them cool off?
Why is important to do this to competition tires?

Kalasend,

Heat cycling is the best way to get your monies worth out of competition tires. It refers to gently bringing the tire to optimal running temperature then allowing it to cool. The result is better bonding of the rubber compounds and proper seating of the belts within the tire. Take a look here to see more info as well as pictures of our unique heat cycling machines.
