it will help, but there are better ways to get there than the stock upgrade, you can find comparable wheels for less than if you go through subaru to get them. a more noticable handling upgrade would be a larger(you wouldnt even know how many times i just tried to type "larger" and got it wrong)rear swaybar.

the stock wheels are lighter, not sure about with tires on, the re-92's are probably pretty heavy. you will have to pay a good amount to get wheels lighter than the stock ones.
and as for the 9" tire on a 7" rim, i wouldnt do it, too much tire to roll under, go for a little bit smaller, on higher profile tires it wouldnt be so bad, but with 17's that is risking it a bit
