Don't use steelies.
I have seen them broken more than once.
It 's weak between the stud bolts and they'll rip, causing wheels to fall off the car.

but there are other nice rims for rally

I'm sure there are a lot of selections in US too. How about the stock 1st gen Legacy alloy to start with since you are looking for cheap rims. You can find them in junkyards
or you can buy new

Another choice would be Speedlines. I know that Speedline makes a 15inch wheel that will clear the Subaru 4pots. And it is the exact wheel that the Subaru Rally Team USA uses on their cars.
