Yes, its nuts. Even with an 8" rim you should stay above 40, say 42 or so.

Yes, it could turn into an expensive error overtime... premature wheel bearing falure is expensive.

you should be using a 48mm offset ... 35mm is just wrong and it will degrade the handling of your car
