I have a 98 RS bumper, but I think you're looking for the 99-01 RS bumper (with the openings for the round foglights).
... Join the crowd, these are hard to come by and get snached up as soon as they're available. You can get a new one from the dealership for ~250, this is what I may do if I end up dong the RS conversion.
