I have to agree with DLUX, that wasn't about going too fast that was about having a serious deficit of skills, he was late breaking in a couple of turns.

It seems like the motorcycle rider was wearing blue jeans, so I don't think it was the cop factor. It seems to me, that he was starting to understeer and saw the motorcycling riding close to the line divider and tried to brake and steer away from the center divide.
I've spun out on back roads, because traction comes back so quick on AWD, I over countersteered. Seems like that's what the guy did too.
