I don't get it...

is that an automobile engine?

Gas turbines operate at 30-40k rpm, won't do anything on the racetrack, though.

Yeah, most F1 engines are 3.0 liter V-12's with around 1,300 to 1,500 hp.

new rule, 2006 = new V8s or last year's w/ a rev limiter

They haven't had that much power since the '80s and that was with 40psi turbocharged 1.5litre V6's.

For quite a while the rules have been NA 3.0L V10's now it is NA 2.4L V8's:

The new regulations place much tighter restrictions on the manufacturers than before. A 90-degree cylinder V-angle is mandatory, with a maximum of two inlet and exhaust valves per cylinder (until now the rules have stated only the number of cylinders and a limit of five valves). The engine must weigh at least 95 kilograms and its cylinder bore must not exceed 98 millimetres. The position of the engine's centre of gravity and the alloys to be used in manufacturing its components are also strictly defined.

F1 engines are V10's.

New rules are 2.4 L V8's or you can go w/ the old 3.0L V10 w/ heavy restrictors on it. Before the season starts I'm sure we'll see 22K rpm's.
