Here is the difference between the Spline Drive installation tool and a 19mm socket:
The socket is 25.5mm in diameter and the install tool is only 20mm which allows it to fit into small lug recesses found on some wheels.

Yes, these can be used as a direct replacement for the stock lugs on the stock wheels.
