The real question is more along the lines of what can you do in that kind of situation? It's not like these pirates are a part of some overall organization or controlled by a government; they're individual cells of criminal hijackers.
Most of the international maritime community knows that there are pirates operating off the coast of Somalia, and have been for years. I think the right solution is for people to exercise some caution and critical thinking skills and stay the **** away from those waters and the pirates.

Here's what we can do; put a label on all the individual groups and lump them all together as a giant, highly organized, international terrorist group then lie to congress to justify going to war with them in countries with resources we need and then invade.

I believe that the pirates actually make more than the GDP of Somalia. So if the government did anything to curtail piracy, they would be hurting their economy to a greater extent than any economic aid helps it.
Due to the potential to make big money first world money in a third world country, I think piracy is unlikely to stop no matter how severe the punishments are. The risk versus rewards of piracy will always be attractive. In my opinion, the nations with economic interests in the safety of cargo ships should (and have) send military envoys to protect ships. The US by itself does not have the naval resources to do it alone (There are that many cargo ships).
On a side note, Blackwater is offering their guns for hire now to cargo ships.
