if they really are trying to test some long range missles, who would they likely to nuke first?

just imagine tokyo being wiped out, that'll have a huge, HUGE impact globally.

Tactically it makes no sense to nuke any of the choices you've given moreso than S. Korea. If they nuke Japan they know there will be an invasion with at least U.S. forces from South Korea. They're smart enough to know that they'd better do damage to the closest foe first if they're going to provacate anything at all. They definitely will not nuke Iran. Part of the point of launching this missile is saying "hey look, we have a sweet missile" so they can in turn sell it. Iran would be most interested in acquiring such a weapon given their current nuclear program and their issues with Israel. Canada would make about as much sense as Mongolia. And the U.S., they'd be lucky if it made it past Hawaii before being smacked out of the air and then they'd be a big glass parking lot. Might be a good gut check for Obama though.
