First off, that's a lot farther away than NYC, the Pentagon, and the White House... and it has nothing to do with terrorists, it's drug lords acting stupid. Oh, and your first link requires a login.

Wouldn't the fact that so many innocent people, law enforcment and politicians are being kidnapped or killed constitute what's going on there as terror. Or how about a "criminal insurgency".
