This is actually along the lines of the requiring a license to conceive I had an Ex Girlfriend's Dad who basically wanted to implant a devise that separated the tubes in Male and Female's at birth that required a mechanical devise to replace them.. LIke a mini garage door or something. You could have kids any time you wanted, but you have to be smart enough to build your own "opener".. This would prevent accidental births but also prevent the Bottom 20% or so from breeding.
