We need to directly educate everyone, regardless of race, etc.

I agree with the first part. But with staggering statistics like that it almost seem logical to end ever sentence with "especially with black people." Why lie? It's in the numbers.
And nice Helladumb bait. You may be for or against that idea but it works! I know a couple 21yr old virgins that are waiting to get married. That's their choice. Guess what they don't have? HIV or AIDS! You shouldn't bash him for believing in something that's proven to work.
It's not a substitute for safe sex education incase your religious teachings don’t stick. Those 21yr olds I mentioned knew everything about HIV and safe sex too.

Tell kids: "The best thing would be to not have sex at all..................BUT, if you are going to, then use a condom and we have them to give you if need be"
Never once did I bash him for believing it abstinence. (or anyone for that matter)It works for some no doubt, but I would say the majority of kids these days are not going to be abstinent, it is just a fact of life that we have to deal with and it won't happen while we have people in office that let God guide their policy decisions.
There is a place we live in called reality and in this world of reality kids have sex before marriage, regardless of how they are brought up. Once we align ourselves to that reality and begin to see that we need to be open in our teachings to kids about this subject, then things like teenage pregnancy, and teenage STD's will really start to decline. Give kids ALL the facts and let them make an educated decision about it, instead of only giving them half of the facts.

Why didn't they include the IV drug user/ hetero statistic like they did for homosexuals???
