would i benefit from a my00 RS rear sway bar?

I think the GC RS's used a 15mm rear sway bar, so the improvement over your 13mm bar would probably be minimal. You're better off buying a 20mm bar, or getting a used one from a WRX.

Nope, they are both 13mm. Just get an 18 or 20mm sway bar used.

on and the stock rs = 13 mm, find a wrx 02-03 wagon (17mm) assuming they install on easily

I know earlier L models did not have endlinks and hence no swaybar at all. Not sure about the 98. The outback sports do but not sure about the L.

All AWD Imprezas have RSBs. All Subarus since 1996 are AWD.
