Rotors warped for second time....

I saw a similar thread about this but I figured I would post and hope to get some answers. I have the STi 4-Pots on my 02 WRX w/ DBA 4000 slotted rotors and I got some EBC Greenstuff pads for daily use. (alot of highway driving) I have had the rotors for about 15,000 miles and I put them on with the Greenstuff pads originally. After about 9,000 miles the rotors developed a warp and there were hot-spots on them. I took them off and got them turned and after another 6,000 miles the rotors warped again and have the hot-spots again.

My question is this. Does this have to do with the pads? Is it because they are a semi-metallic pad that gets hotter? Originally I thought the rotors had a little warp in them coming from overseas that is why it happened the first time but now I am not so sure.
