Poor braking 2000 Outback

Car has 62K miles on it. Wife cooked rear brakes while driving 20 miles on the highway with E-brake on a long time ago. I replaced front pads 15K ago because one pad was down to metal and scraping. I never did anything to any of the rotors or replace anything in the rears yet.
The car hardly stops now and I want to do all the brakes. Rotors don't vibrate and are smooth so I don't plan to turn or replace. Question is: If she cooked or glazed rear brakes do I need to do something to the rear rotors to de-glaze or is it just the pads that are cooked?
Should I turn all rotors, get new ones or do nothing?
Are semi-metalic pads ok front & rear?
Do I need to bleed the brakes? Subaru says they change the brake fluid at 30k 60k etc, really??? Never did that!
Any ideas on getting this car to stop would be appreciated, thanks

Did you bleed the brakes after you swapped the pads and stuff? Cause I think everytime you work on the brakes you need to bleed them before you go back on the road again. i dunno if i'm right or not.

So there is enough meat to turn these once? They will be thin and warp though! That's be me past expereince with other cars.
If there smooth now and not warped there has to be a way to de-glaze I would assume with out turning. Or as asked above is it just the pad that gets glazed? Around here its $20 per rotor.
