you could remove the wheel, caliper, rotor, and inspect the brake shoes and cables, and if you know what you are looking for you might find the problem. but since you're asking the question, i assume you don't know what you're looking. iwould take it to the dealer or mechanic, and let the professionals do it. brake systems are not something to mess w/

p.s. just try looking under than handle to make sure nothings sitting under the handle and holding it up.
