I personally recommend adjustable sway bars simply because it makes it easier to decide what size you want before you buy. You choose smaller (20-24mm usually) or larger (22-26 or 26-28mm) and then decide which setting you like best. Most people rarely adjust their sway bars after they decide which one they like best. As for $100 more, no, I wouldn't pay that, especially for a 20-24mm bar. I would start with a used 20mm bugeye WRX/ or STi RSB, and then if that wasn't stiff enough, I'd sell it and by the adjustable.

I don't think it's worth the extra $100, in fact I don't think a rear sway bar is worth $285 in the first place. Many other companies are in the 150-160 range, so you might want to look around, unless you're already set on a cobb bar.
I have a Cusco adjustable, and while I don't think it's the best, it does it's job. Only time I've ever adjusted it, was when I somehow snapped the bolt that connected it to the endlink and had to basically reinstall it. So since I was down there, I stiffened it up a tiny bit. Otherwise I wouldn't have touched it.
Whiteline adjustable from TIC is a good choice. Cheaper and just as good or better than Cobb bars. That's the route I went and I'm very happy with them (24mm FSB and 24mm RSB with Kartboy links).
