Question on LSD Differentials

Hey guys, I have a 97 Legacy GT and I'm pretty sure it's supposed to have an open 4.11 rear diff but it doesn't. The rear end is acting like a fixed rear end, no slip whatsoever. I bought the car used and I think someone has put a LSD rear end in it and it has failed.
My question is, does this VLSD system sometimes act fused when it has failed or does it generaly act like an open rear end? Also, when I have the rear end of the car off the ground, should I be able to spin both wheels with LSD or should only one spin until I hold one of them? Thanks a lot in advance.
