an STi in that price range? Tell me too.....I'll dump the wagon and it's payments for that price!
Seriously though, for that price range you are looking at something that most likely has high mileage, lots of abuse and quite possibly accident history.
An 02-03 WRX can be found with 30,000 or more miles in that range, but I doubt you'll run into too many STi's.
I looked in the auctions (not ebay or yahoo) for repo cars...couldn't find anything, then bam got lucky and found my 02 wagon at a dealer for $19,000....(in CA)
I would look into local auctions, might find something there.

For a few thou more.. why don't you just get a brand new one? saves you the worries and possible buyer's remorse. when I bought my,.. I was as happy as a little school girl

I got a 03 wagon with 14k miles for 17k after tax. Which meant 16k before, it was a great deal especially since the guy who owned it had already upgraded suspension to sti suspension and subsequently been forced to leave the country for his job. Anyway I think I will keep the car forever now

if you really need to stay under 15K, your best bet is to find an adult driven stock vehicle with high miles. They float in and out of the cars for sale section & autotrader around $12-13K with 70-90K miles. Unfortunately, most lower mileage WRX's that don't have something wrong with them still fetch 16, 17, even 18K. Which after taxes and plates, you're looking at probably around a grand on top of that. If it has less than 60K and the asking price is less than 15K, it's one of 2 things
1) something's wrong with it (tranny problems often, or salvage titles)
2) it's a scam. There's lots of scams out there.
As far as an STi, I've seen wrecked STi's sell for more than 15K. there are lots of ads on autotrader etc for $12K STi's, but they're ALL scams. don't waste your time.

i found my car on autotrader. it has 50,000 miles on it and it has a paint chip on the front bumper other than that though its in very very good condition. i was able to talk the guy down from 14000 to 13500 and it already has low jack, a kill switch and nice head unit, subs n and an amp. i got very lucky though, its hard to get a good price like that but keep ur eyes open.
