air-conditioning refrigerant recharge?

You'd need a set of gauges to measure the pressure. The problem is that your system has probably got a leak somewhere and has vented the refrigerant to the atmosphere. All shops that regularly service a/c now capture and recycle the refrigerant instead of venting it. You might consider just bringing it to a shop so they can check for leaks in the hoses or other components.

Go to Kragen.
Purchase an R-134 recharge kit, and make sure to get the complete kit which comes with a pressure gauge.
Hook it up to the LOW side of the system and follow the instructions on the recharging kit. It will soon become VERY OBVIOUS if you have a leak somewhere, because of the special bright "glow-in-the-dark" green dye they have in the refrigerant. If you hear it start leaking, then you can pinpoint your leak. If it doesn't, then you're good to go.
