92 Loyale, might need voltage regulator?

Noticed today that the battery level was reading 18 volts. Obviously not good. I turned on every power draw I could think of, it dropped to about 16. Is it a package deal to replace the regulator with the alternator like on a VW, or can I replace that seperately? Difficultly of replacement? Special tools?

AFAIK the regulator is in the alternator as it is on the later models. Fixing it requires a new alternator. Not a difficult DIY.
