04-05 wrx tail lights (don't function properly)

hey guys i got a problem with my taillights. on the right tail light the two bottom red light bulbs work. but when my lights are on only one of the two red light bulbs are on. then when i press the brakes it the light thats not on goes on. so it only works when i press the brake pedal. can you guys help me out. thanks

how do i switch out the light bulbs just pull it out?

Did you happen to do the JDM tail light mod and not extend your wires?
