Car Info: FR-S + WRB Bugeye.
That's the Subaru accessory front lip.. You can go to your local dealership and find it in the parts catalog and order if you want.

It's a knock off and it's painted wrong.

Grille is is also a replica. Painted correctly though.

The real one has gray rubber molding between the lip itself and the bumper. As for how is supposed to painted:
