I dunno. Depends on what kind of car you have. (which is why I asked for more information).

You could go as high as 19. 19 is a good number....you know, prime, and all that.

don't listen these guys they don't know what they are talking about. all you need is 8. 8 horse power and you'll be tasteing dust in no time... but on a real note is guess what we are trying to ask u is, what type of race and what type of car? if it's a rally cross and in a sti then 300+ with nice sets of tires and a good suspention. does that help a little.

Yeah, the non-smart-*** answer is that it really depends on what series you want to go into. I mean, its racing, you always want as much horsepower as you are allowed to have. The "best" is subjective depending on which series you are in.
