VIP member status, and thus an avatar, are awarded based on site participation. In particular, submitting 10 or more reviews in the review section should do it.

Once you've submitted the reviews, send a PM to one of the staff or admins.

Nope. One of the ways to get the admin's attention is by submitting reviews and contributing to the forum. It pretty much says that in the faq. That's how I got my avatar before I was a staff member. I added the part about PM'ing me because I thought you might want some help once you've done that. But if you would rather wait for someone to notice on their own, that's cool too.
