'99 2.5L Outback with Fast Idle

I have a 1999 Outback and I'm getting a Check engine light and a p507 code on the scanner for too fast an idle. It runs 1500. Usually it would be caused by an air leak but I sprayed all the vacuum connections with carb cleaner and it did not change it. I pulled out the Idle Air Control valve and checked both sides and it is reading 9 ohms as called for. Is there any thing I missed or other ways I should check for air leaks of fast idel that I've missed ????

I took off the top and check the resistance. I did not know you could clean it. How do you do it? How des that part with the shaft sticking up come out to clean it?
