2005 wrx STi bogging problem

Every time I hit around 2000rpm it starts lagging really bad until about 3000rpm. You can see the speedo an Rpm gauge jumping as I gain speed. I cleaned my air filter, maf sensor and changed my plugs an its still doing it. Help

mods?
Can you be a little more detailed?
Did this start happening shortly after doing a mod?

I have a Cobb tuner, bov, turbo back Cobb exhaust, cold air. It's been doing it for quite awhile an I always thought it was just cause it was cold. it didnt use to do it when it warmed up but now it seems like it's getting worse. Everytime I drive now.
