Well I might was well give a brief history lesson for all since everyone is pro-jdm
Back in the early 1900s in Japan, the farmers were having problems building families. These farmers ended up importing wives from Korea, Taiwan, China, and the Philippines. Japan was a very racial country at the time, even though these women had Japanese offspring, they were still considered of a lower class since their whole purpose was to reproduce for the Japanese farmers. Now there are many mixed Japanese blood living today. The sign you posted is just as bad as me finding a sign from the 1950s in American history saying "Whites only."
