budget is the key word so try and spread it out as much as you can rather than splurging all in one month like other people have in SCIC.
Either get a good set of brake pads like Hawk HP plus HB453N.585 which retail for like 140 i think for your STI.
Or you can get steel braided brake hoses for maybe 100 for the whole kit I think?
A helmet will run you for sure 200+.
But like I said, don't do everything all in one shot, that way you can concentrate on improving with every modification you have done to the car.
Don't be like the other people here who feel they need to buy coilovers or suspension. Track wheels and tires or R compounds. Deal with what you have and it will make you a better driver in the long run.

how about leave it stock? hahaha
this is how i approached it with a super budget.
Helmet was the first thing i got.
Ran 2-3 track days with stock setup, yes with the RE092's
then i got SS lines, and a used set of flakens RT615s
Ran that setup for a 2-3 track days
and late last year i put on some coilcovers
To be honest, having the car being stock was great sure it sucked with the roll and stuff but theres less things to take care of. for example no need to worry about corner balancing, stiffness settings.

Tommy the event organizer of Speedtrial USA has an RX8 like eds. Its bone stock with the exception of adjustable shocks (compression and rebound). Steel braided brake hoses and hawk DT90 brake pads. On rain tires the RX8's lap times are 1:33. On hoosiers the lap time is 1:29
My works RSX race car did 1:27.8 on full tread Toyo R888s. Hopefully by the next event and with our new gearbox I just installed, we can drop 1 or 2 seconds.
