I' am gonna call BS on this. I have no political ties to either site. I work for a LARGE phone company as a Central Office Tech. I know for a fact that "our" company has large generators and batteries for running the switching equipment.
The only ways a CO would be down is a Major flood, or it was no longer there.
Also if he still has his CELL that means that the CO in his area is up and working. Cell service is fed by circuts form the local phone companies.
What is really going on is anybodies guess. This just didn't sound right.

he is in residential
the coap or what ever generator ran out of gas it went out on monday
no problems with phones but they didnt have enough redundecies
